Povzetek
Članek predstavlja izbrane rezultate evalvacije vplivov programa Erasmus+ na poklicno in strokovno izobraževanje v programskih obdobjih 2014–2020 in 2021–2027. Namen raziskave je bil ugotoviti, kako program Erasmus+ na področju poklicnega in strokovnega izobraževanja prispeva k uspešnosti, učinkovitosti ter širšemu vplivu na posameznike in institucije, vključene v ta segment izobraževanja, ter na njegove morebitne sistemske vplive. Uporabljen je bil kvantitativni raziskovalni pristop, dopolnjen s kvalitativnim, ki je vključeval nabor različnih načinov zbiranja podatkov (anketni vprašalnik, intervju, fokusna skupina) in analizo obstoječih podatkov, zbranih v okviru evropske platforme Erasmus+. Rezultati kažejo najizrazitejše vplive programa Erasmus+ na individualni ravni, deloma na institucionalni, najmanjše pa na sistemski ravni. Erasmus+ je na področju poklicnega izobraževanja zgodba o uspehu z veliko potenciala, ki pa ga v prihodnje velja razvijati predvsem upoštevajoč nacionalne prioritete tako na področju izobraževanja kot zaposlovanja.
Abstract
“Nothing is Different, Yet Everything is Different When You Return Home”: The Impact of Erasmus+ on Vocational and Professional Education from 2014 to 2023
This paper presents selected results from the evaluation of the impact of the Erasmus+ programme on vocational and professional education during the 2014–2020 and 2021–2027 programming periods. The research aimed to determine how Erasmus+ contributes to the effectiveness, efficiency, and broader impact of the programme on individuals and institutions involved in this segment of education, as well as its potential systemic effects. A quantitative research approach was employed, supplemented by qualitative methods that included various data collection techniques (questionnaires, interviews, focus groups) and the analysis of existing data gathered within the Erasmus+ European Platform. The results indicate that the most pronounced impacts of Erasmus+ are observed at the individual level, followed by the institutional level, while the least significant effects are observed at the systemic level. Erasmus+ is a success story in the field of vocational education and training, with great potential that should be further developed in the future, primarily considering national priorities in both education and employment.
