Kako so šolski svetovalni delavci ocenili osnutek predloga posodobitev Programskih smernic za delo svetovalne službe na področju osebnega in socialnega razvoja ter karierne orientacije

Povzetek

V prispevku predstavljamo rezultate ciljno usmerjene razprave o osnutku predloga posodobitev Programskih smernic za delo svetovalne službe v OŠ in SŠ na področju osebnega in socialnega razvoja ter karierne orientacije. Osnutek predloga posodobitev je pripravila področna razvojna skupina Zavoda RS za šolstvo za svetovalno delo v vrtcih, šolah in domovih, v sodelovanju z Miho Lovšinom, strokovnjakom s Centra RS za poklicno izobraževanje (2015). Razprava je najprej potekala v delavnicah in na okrogli mizi na posvetu Prispevki strok za svetovalno delo v praksi (Zaključki okrogle mize, 2015), nato v študijskih skupinah šolskih svetovalnih delavcev osnovnih in srednjih šol ter se sklenila v fokusni skupini srednješolskih svetovalnih delavcev januarja 2016. Pokazala je, da so predlogi posodobitev za veliko večino svetovalnih delavcev sprejemljivi, vsebinsko ustrezni in razumljivi. Prav tako pa tudi, da svetovalni delavci v veliki večini ocenjujejo, da bodo posodobitve v uresničljive le, če bo karierna orientacija ustrezno integrirana v vzgojno-izobraževalni program osnovne šole ter v programe srednjih šol, v učne načrte predmetov in drugih dejavnosti, če bo za njeno izvajanje svetovalnim delavcem zagotovljen ustrezen programski čas ter če bosta skrb za celostni osebni in socialni razvoj v večji meri kot je to sedaj, načrtno in jasno povezana tudi s cilji karierne orientacije. Pomemben pogoj za udejanjanje posodobitev je tudi, da bo šola timsko načrtovala, spremljala in evalvirala uresničevanje ciljev. Svetovalni delavci opozarjajo, da brez udejanjene integracije karierne orientacije v delo šole, sami ne bodo mogli doseči pomembnega premika v želeni smeri. Potrebne so tudi nekatere dopolnitve veljavnih zakonskih in podzakonskih aktov ter programske posodobitve. Na podlagi rezultatov razprav je področna razvojna skupina za svetovalno delo dopolnila osnutek ter ga z upoštevanjem pripomb in predlogov oddelkov za osnovno in srednjo šolo Zavoda RS za šolstvo ter z upoštevanjem Medresorskih smernic za vseživljenjsko karierno orientacijo (2015) oblikovala v predlog posodobitev. Maja 2016 je bil oddan vodstvu Zavoda RS za šolstvo v presojo in odločanje o naslednjih korakih za njegovo udejanjanje v praksi oz. za obravnavo na Strokovnem svetu RS za splošno izobraževanje.

Abstract

How School Counsellors Have Assessed the Draft of a Proposal for the Modernisation of Programme Guidelines for the Practice of the Counselling Service in the Field of Personal and Social Development and Career Orientation

The paper presents the results of a goal-oriented debate on the draft of a proposal for the modernisation of Programme Guidelines for the Practice of the Counselling Service in Primary and Secondary Schools in the Field of Personal and Social Development and Career Orientation. The draft of the proposal for modernisation was prepared by the regional development group for the practice of counselling in kindergartens, schools and homes of the National Education Institute of the Republic of Slovenia, in cooperation with Miha Lovšin, an expert from the Institute of the Republic of Slovenia for Vocational Education and Training (2015). The debate was first held at workshops and at a round table at the panel Expert Contributions to Counselling Work in Practice (Round Table Conclusions, 2015), and afterwards in study groups of school counsellors from primary and secondary schools, and was concluded with a focus group of secondary school counsellors in January 2016. It showed that the majority of the counsellors found the proposals for modernisation acceptable, and their contents suitable and understandable. Furthermore, it showed that a great majority of counsellors estimated that these modernisations will be feasible only if career orientation is properly integrated into the primary school educational programme and into secondary school programmes, and into the curricula of subjects and other activities; if counsellors will be given sufficient programme time to implement them; and if the promoting of comprehensive personal and social development will be systematically and clearly connected with the aims of career orientation more than they are now. Another important condition for realising these modernisations is that schools employ the team planning, monitoring and evaluation of the realisation of objectives. Counsellors point out that if career orientation is not integrated into the work of the school, they will not be able to make an important shift towards the desired direction. Likewise needed are certain amendments to the statutory and implementing regulations, and programme modernisations. Based on the results of debates, the regional development group for the practice of counselling supplemented the draft and, taking into account the comments and suggestions from the departments for primary and secondary school of the National Education Institute of the Republic of Slovenia and the Intersectoral Guidelines for Lifelong Career Orientation (2015), formed it into a proposal for modernisation. In May 2016, this proposal was submitted to the leadership of the National Education Institute of the Republic of Slovenia for assessment and for deciding on future steps to be taken to realise it in practice or discuss it at the Council of Experts of the Republic of Slovenia for General Education.
