Povzetek

Že več kot 50 let na ravni Evropske unije (EU) obstaja pripravljalno telo Sveta ministrov za področje izobraževanja, tj. Odbor za izobraževanje. Ta ima skupaj z Evropsko komisijo osrednjo vlogo, ko gre za oblikovanje in odločanje o politiki EU na področju izobraževanja. Vpliv in učinki EU na tem področju so mnogokrat podcenjeni, saj EU nima pristojnosti sprejemanja zavezujočih odločitev, ki bi jih države članice EU morale izvajati na nacionalni ravni. Na ravni EU se tako sprejema vrsta dokumentov in odločitev, ki imajo moč »mehke zakonodaje«, a lahko razvojno vplivajo na izboljšanje nacionalnih sistemov izobraževanja. Najbolj izpostavljen takšen primer je program Erasmus+, ki je prispeval k obogatenju politik izobraževanja po vsej EU z odpiranjem meja, učno mobilnostjo, izmenjavo kultur in učenjem jezikov. A to ni vse, zato velja na nacionalni ravni nameniti več pozornosti temam EU na področju izobraževanja.

Abstract

The Impact and Effects of the European Union on Education – 50 Years Later

For more than 50 years, the Education Committee of the Council of the European Union (EU) has existed at the EU level in the area of education. Together with the European Commission, it plays a central role in shaping and making decisions regarding EU education policy. The EU’s influence and impact in this field are often underestimated, as the EU does not have the authority to make binding decisions that EU Member States would have to implement at the national level. However, several documents and decisions have been adopted at the EU level that carry the power of ‘soft law’ and can significantly impact the improvement of national education systems. The most prominent example is Erasmus+ programme which has enriched education policies across the EU by facilitating borderless collaboration, strengthening learning mobility, and facilitating cultural exchange and language learning. Nonetheless, more attention should be paid at the national level toward EU education issues.
